“Contrary to popular belief, we are succeeding,” says Mark Salinas. Referring to the success of students in Hayward, his comment reflects a positive vision about the city as a whole. As a candidate for Hayward City Council in this June’s primary election, Salinas’ positive outlook is likely an asset in a city that doesn’t have the brightest reputation in Alameda County.
