- BID SUBMITTAL: The bidder shall complete the “Proposal to the City of San Leandro” form contained in the Contract Book. The proposal shall be submitted in its entirety. Incomplete proposals will be considered non-responsive. Sealed bids shall contain the completed Proposal Section subject to the conditions named herein and in the specifications for Annual Street Overlay/Rehabilitation 19-21 – Phase 1. Mailed bids addressed to the City of San Leandro, City Clerk’s Office, 835 E. 14th Street, San Leandro, CA 94577, shall be received up to 2:30 p.m. on Thursday, April 14, 2022.
