1. BID OPENING: The bidder shall complete the “Proposal to the City of San Leandro” form contained in the Contract Book. The proposal shall be submitted in its entirety. Incomplete proposals will be considered non-responsive. Sealed bids containing the completed Proposal Section subject to the conditions named herein and in the specifications for Fixed Film Reactor Removal, Project No. 2026.6010 addressed to the City of San Leandro will be received at City Hall, 835 East 14th Street, 2nd Floor San Leandro at the office of the City Clerk up to 3:00 p.m. on Wednesday, October 28, 2026 at which time they will be publicly opened and read. If the city issues any material changes, additions, or deletions to the Project later than 72 hours prior to the bid opening, the date and time for the bid opening will be extended by no less than 72 hours. 
2. WORK DESCRIPTION: The work to be done includes, but not limited to, dismantling of existing fixed film reactors (trickling filter). All steel and concrete elements need to be removed and transported for recycling. Plastic filter media (testing positive for lead) – approximately 4,900 cubic yards shall be removed and stacked on site for removal under separate contract, within a double-lined storage area of not less than 22,000 square feet, including cover liner and perimeter erosion controls, constructed by the Contractor and left in place at completion of the work. Regrade area of fixed film reactor, plus an additional 50’ radius to leave the area flat and place a 3-inch lift of ¾ grey rock of uniform color.
3. OBTAINING THE PROJECT PLANS AND CONTRACT BOOK: The project plans and Contract Book may be obtained free of charge from the City’s website at: https://www.sanleandro.org/Bids.aspx Bidders who download the plans are encouraged to contact the City of San Leandro Public Works Department, Engineering Division at 510-577-3428 to be placed on the project plan holder’s list to receive courtesy notifications of addenda and other project information. Project addenda, if any, will be posted on the website. A bidder who fails to address all project addenda in its proposal may be deemed non-responsive.

4. PRE-BID CONFERENCE: A pre-bid conference will be held on Tuesday, October 13, 2026, at 1:30 p.m. at the City’s Water Pollution Control Plant, 3000 Davis Street, San Leandro, CA 94577. Contractors will be allowed to tour the plant during this time. A bidder who fails to attend a pre-bid conference will be held responsible for any information that could have been reasonably deduced from said attendance. Attendance is strongly encouraged.
   
   Questions regarding the plans and specifications may be submitted in writing to the project manager until 5:00 p.m., on Thursday, October 22, 2026. 
5. SAN LEANDRO BUSINESS PREFERENCE AND PARTICIPATION GOALS: The work performed under this contract is subject to Section 1-6-225 of the San Leandro Municipal Code regarding local business preference and participation.    The City reserves the right to waive any bid irregularities not affecting the amount of the bid, except where such waivers would give the low bidder an advantage or benefit not allowed by other bidders.
